Fresh reinstall from usb recovery did nothing as well. Had problems with computer doing weird things and thought I could restore to a previous point but there seems to be no way to access control panel.

Now that it is on a start tile I can right click and select individual tasks System, Mouse, Devices Never mind. I apparently have found a fix and it is working for now. I rebooted and it is still working so it looks like the problem is solved.

It was a registry problem. I will say that you dig around in the registry at your own peril and even though this fix worked for me I cannot guarantee it will work on other machines. Always back up the registry before making changes. If you have a problem with the Control Panel or File Explorer opening it should work. I found this while looking for a solution to a problem where control panel would not load at all, including from using the run command. While nothing here was my solution, I will list my solution in case it helps someone else.

First off I noticed that no control panel apps would work Was trying to change advanced power setting on a laptop by going directly to power options.

What it ended up being in this case was scaling. I tried on other computers to re-create the problem, but at this point it seems that it might be a combination of Video Driver, and Maximum resolution. If I get time I will do some further testing. If that works then you will have to experiment to see what you can get away with. For more options that the slide bar allows click "Advanced display settings" then "Advanced sizing of text and other items". In the paragraph "Change size of items" click the hyperlink "set a custom scaling level".

It will start individual functions but not Control Panel all at once. Not a complete solution but a work around.
